The year was 1997 and The Citadel in Charleston, S.C., had just admitted its first women. The integration was generating ill feelings within the Cadet Corps, while hazing of underclassmen also was reportedly getting out of hand. In an era of litigation and federal oversight, cadets' behavior not only was putting them at risk of being sued or jailed, it was putting the college at risk of being sued or shut down.
