The office of Sen. Ben Nelson, D-Neb., issued the following news release:
Nebraska's Senator Ben Nelson announced that the Senate Appropriations Committee approved a bill today with Nelson-drafted language requiring government agencies and departments to explain to Congress in next year's budget proposals how they will administer congressionally-directed earmarks. Nelson is concerned about the issue because an earlier two-year investigation of his revealed that federal officials withheld tens of millions of dollars from previous earmarks-a practice he labeled "skimming."
