Paul Freedman, vice president of the Water Environment Federation (WEF; Alexandria, Va.), testified June 23 at a congressional hearing of the House Water Resources and Environment Subcommittee of the House Transportation and Infrastructure Committee. The topic for this hearing, which was designed as an information gathering exercise for potential legislative activity, was "Comprehensive Watershed Planning and Management."
