It doesn't take much skill to spot a problem. The majority of project professionals around the world can see the obstacles in front of them-yet only a select few see the opportunities.
I strongly believe this is true regardless of a project manager's culture. However, I have found Spanish, Portuguese and Italian project managers to be more focused on problems than opportunities throughout the project life cycle.
