Why Africa?

Do human rights in Africa have the same meaning as in the rest of the world? Almost more than any other continent, Africa seems removed from the global commitment to such rights. Roosevelt's Four Freedoms - freedom of religion, freedom from want, freedom from fear and freedom of speech - which underpin the Universal Declaration of Human Rights, are rare privileges there.
