Do Large-Scale Exams Adequately Assess Inquiry? An Evaluation of the Alignment of the Inquiry Behaviors in New York State's Living Environment Regents Examination to the NYS Inquiry Standard

Contemporary education is the midst of a standards-based reform movement (Finn, Julian &r Petrilli, 2006). In science education, national reform documents (Rutherford & Ahlgren, 1989; American Association for the Advancement of Science [AAAS], 1993; National Research Council [NRC], 1996) focused attention on the importance of developing scientifically literate citizens capable of understanding and engaging in scientific inquiry. States followed the lead of these national documents, developed new inquiry-based science standards, and began the process of designing assessments that are aligned to their standards (Finn et al., 2006).
