Concrete Q & A: Welding to Embedded Plates

Q. We're designing some steel brackets that will project from the face of a wall panel to support a structural steel platform. Because the face of the panel that supports the bracket will be cast facing down, the fabricator would rather install an embedded plate that has a face that is flush with the face of the panel and field weld the bracket to the embedded plate after the panel is lifted and secured in its final position. We are concerned, however, that field welding the bracket to the plate will cause expansion of the plate that will crack or spall the concrete. Are there any guidelines concerning welding to plates embedded in concrete?
