ALEXANDRIA, Va., Oct. 15 -- Jee Woong Seol and Soon Yil Kwon, both of Gunpo-si, South Korea, and Ki Jun Kim and Young Woo Yun, both of Seoul, South Korea, have developed a mobile communication system.
