ALEXANDRIA, Va., Nov. 1 -- Richard E. Sabinson of San Antonio, Brenda S. Thompson of Plano, Texas, Gregory Steven Fosburgh of San Ramon, Calif., and Mark Tamasi of St. Louis, have developed a method for location-based communicating.
