ALEXANDRIA, Va., Oct. 28 -- Everly Dean Putnam of Des Moines, Iowa, has developed a decomposition cell.

According to the abstract released by U.S. Patent & Trademark Office: "A decomposition cell having a first metal plate with a first layer of dielectric and a second metal plate with a second layer of dielectric wherein each layer of dielectric is sprayed onto the metal plates in molten form using a thermal plasma spray process.
