ALEXANDRIA, Va., Dec 9 -- Jay Rogers and Dennis Stillwell, both of Hudson, Wis., have developed an ornamental design for a decoy, the U.S. Patent & Trademark Office announced. The patent has been assigned to Expedite International Inc., Hudson.
