David BeIk knew when he took over as chief of the Mount Holly, NC Police Department in 2007 that some large projects would be waiting on his desk that first day. The biggest was developing a detailed plan to relocate a police department composed of 30 law enforcement officers and 10 nonsworn employees in the summer of 2008.

"When I got here, not all of the officers reported to the old location," he said. "The detectives met in a different building. It caused some communication issues between myself and the detectives."
