BISMARCK, N.D., July 15 -- Gov. John Hoeven, R-N.D., issued the following press release:

Gov. John Hoeven today announced the retirement of Col. Mark Nelson as Superintendent of the North Dakota Highway Patrol and named Fargo District Commander Capt. James Prochniak to lead the agency.
