CHICAGO, July 29 -- The Office of the Mayor of Chicago issued the following text of a mayoral ordinance:

WHEREAS, By virtue of Section 6(a) of Article VII of the 1970 Constitution of the State of Illinois (the "State"), the City of Chicago (the "City") is a home rule unit of local government and, as such, may exercise any power and perform any function pertaining to its government and affairs; and

WHEREAS, Pursuant to a Trust Indenture, dated as of March 1, 1997 (the "Original Indenture"), between the City and The Bank of New York Mellon Trust Company, N.A. (as successor to J.P. Morgan Trust Company National Association and American National Bank and Trust Company of Chicago), as trustee ...
