FREDERICK, Md., Aug. 7 -- The city of Frederick issued the following news release:
The Frederick Police Department is proud to announce the recent promotions of three Officer's to the Rank of Corporal:
Cpl. James "Jay" Brown II is 31 years old and a lifelong City of Frederick resident. Cpl. Brown started his career with the agency as college intern in the fall of 1995. During his time as an intern, Cpl. Brown spent time with the Crime Scene Unit, Criminal Investigation Division, and Police Communications Section. In October of 1998, Cpl.
