WASHINGTON, Sep. 22 -- Rep. Elijah E. Cummings, D-Maryland, has introduced the Constitution and Citizenship Day Act of 2009 (H.R. 3591), legislation that would "establish a grant program to enhance existing secondary education programs for the purpose of teaching high school students about the Constitution of the United States and the constitutions of the individual States."
The bill, introduced on Sep. 17, was co-sponsored by Reps. Eleanor Holmes Norton, D-Washington D.C.; Jr. John Conyers, D-Michigan; Dianne E. Watson, D-California; Charles B. Rangel, D-New York; Kendrick B. Meek, D-Florida; Maxine Waters, D-California; Donald M. Payne, D-New Jersey; Andre Carson, D-Indiana and Melvin L. ...
