The Bureau of Immigration (BI) complied with the orders of the Sandiganbayan in including in the Hold Departure Order's (HDO) list the name of the administrator of the Philippine Sugar Regulatory Authority (PSRA) who was charged at the anti-graft court during his term as provincial governor of Negros Occidental.
In a one-page order of the immigrations's agency that was sent to the Sandiganbayan First Division, signed by Associate Commissioner Roy Almoro, accused Rafael Coscolluela was placed in the HDO list.
