Just two years after the Comprehensive Immigration Reform (CIR) bill failed in the W Senate, a small group of selected legislators from both parties met with President Obama, on June 25, to discuss what some say was an Obama campaign promise: to pass comprehensive immigration reform (including amnesty for millions of illegal immigrants) in 2009. The president confirmed that he supports reform. But the leadership, priorities, strategy and even much of the rhetoric and passion have changed significantly since 2007.
