It has been a harrowing year for many New Jersey small businesses: Nervous, cash-strapped customers stayed home, eroding revenues, while newly wary lenders withheld crucial credit, even as interest rates on commercial loans hit dramatic, prolonged lows.

But the gloom is slowly lifting, and once beleaguered businesses are starting to craft strategic plans that look several years down the road rather than just a few weeks or months, lending agencies say.

One sign of recovery is the growing participation in the economic stimulus programs offered in recent months by the U.S. Small Business Administration and the New Jersey Economic Development Authority.
