That line, delivered by both the protagonist and the antagonist in the classic 1967 film Cool Hand Luke, describes the topcoat of a controversy that made headlines on Sept. 16, the day after the Sonoma County Water Agency voted to scuttle a two-decades-old plan to provide water for 600,000 people in Sonoma and Marin counties.
