WASHINGTON, Oct. 9 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the text of the following delegated order:

ORDER APPROVING OPERATIONS AND FLOW MONITORING PLAN AND MODIFYING ARTICLE 19
1. On June 1, 2009, RT Group Inc. , licensee for the Arctic Hydroelectric Project (FERC No. 3011), filed its Operation and Flow Monitoring Plan pursuant to articles 19 and 6 of the project license. The Arctic Project is located on the South Branch of the Pawtuxet River in Kent County, Rhode Island.
