Article: Brownouts hit Metro Manila, Rizal province

The eastern portion of Metro Manila, already battered by heavy floods, experienced rotating brownouts triggered by a breakdown in a substation run by the National Grid Corporation of the Philippines (NGCP).

At about 8:48 p.m. Wednesday, one of the four 300-megavolt ampere transformers at the grid's Dolores substation in Taytay, Rizal, caught fire, tripping of the other transformers and the 115-kilovolt power lines leading to the Manila Electric Co.'s (Meralco) franchise area. The fire was contained at about 10:30 p.m.
