FRANKFORT, Ky., Oct. 30 -- Gov. Steve Beshear, D-Ky., issued the following text of a speech:
Gov. Steve Beshear has made the following appointments to Kentucky boards and commissions:
Gov. Beshear has appointed the following members to the Board of Respiratory Care to serve for terms expiring Oct. 31, 2012.
* Robert W. Powell, of Louisville, is the medical director at Norton Hospital. He represents pulmonologists. The appointment replaces Byron T. Westerfield, whose term has expired.
* Richard A. Blackerby, of Louisville, is a retired quality engineer. He represents citizens at-large. The appointment replaces Klaus Becker, whose term has expired.
