INTRODUCTION
Model Rule 6.1 encourages lawyers to provide pro bono publico service. The American Bar Association (ABA) continues to strengthen Model Rule 6.1; every few years, most recently with the Ethics 2000 initiative, a sentence or two is added to the Rule to encourage lawyers to provide pro bono service. The Rule is not mandatory; making pro bono service mandatory engenders heated controversy and was rejected yet again during the Ethics 2000 debates.1 While most people agree that lawyers should provide more pro bono service to help fill the need of poor people for legal representation, the debate about making service mandatory divides the profession.2 States have chosen to address ...
