Sheltered instruction: An empowerment framework for English language learners

In the early 1900s a movement among the professional education associations to develop standards for specific academic content arose in response to the Goals 2000: Educate

America Act and other legislation that promoted high academic expectations for all students. However, English as a Second Language (ESL) was not one of the federally designated content area for standards development. In fact, it was indicated that the identified content areas, particularly English Language Arts would address the needs of the English language learners (ELLs), anyway, as the content standards were intended "for all students." (Short, 2000)

Unfortunately, this does not seem to be reflected in the content ...
