The American Red Cross struggles in the best of times to provide disaster services, but with a leaner budget and a bigger territory, the Midland Empire District Office of Red Cross is approaching an emergency of its own.
The territory that the Billings office of Red Cross serves doubled last fall to include 18 counties and two Indian reservations, an area with 220,000 people, or about onequarter of the state's population. And as the agency works to find volunteers to provide services in Eastern Montana, executive director Adela Awner said the Red Cross is trying to cover the increased territory with less money as donations decline because of the economy.
