Conservative Lawmakers Vow to Fight Federal Power Grab
On June 7, though he is slipping ever deeper into lame duck status, President Clinton-in an effort to circumvent the Republican-controlled Congress-moved to advance his policy agenda through the use of Executive Orders. He publicly kicked off this campaign by ostentatiously signing an order preventing health insurers who violate the Kennedy-Kassebaum Act from competing for the health insurance business of federal workers. The Kennedy-Kassebaum Act forced insurance companies to provide coverage to workers who have pre-existing health conditions when they change or lose a job.
But Clinton's Executive Order offensive had actually begun ...
