Article: United States and Nations: solidarity for how long?

SEVERAL WEEKS BEFORE THE outrage committed in New York and Washington, D.C., by a group of religious fanatics, I wrote a column for this space that, ironically, portrayed the United States as an international outlaw on the world's stage. This is not that column -- though its point is still valid (and I will return to that shortly) -- because, in the wake of those events, it seemed insensitive. If readers had thought that I'd written it after the attacks, it would have seemed even bizarre. As I write this now, the U.S. retaliation has yet to take place, but it is surely coming.
