Both Houses of Congress passed legislation extending to the state courts OC Rep. Christopher Cox's 1995 Private Securities Litigation Reform Act, aimed at cutting down on frivolous class-action securities lawsuits. If signed by President Clinton as expected, the new bill would set a national standard for so-called "strike suits" and require that they be filed in federal court. The 1995 act is the only bill to become law over Clinton's veto.
