INTRODUCTION
The headline of a recent issue of The Onion, a weekly satirical newspaper, reads "Bill of Rights Pared Down to A Manageable Six,"1 and explains how President George W. Bush and Attorney General John Ashcroft have "streamlined" the Bill of Rights by striking, inter alia, the Fourth Amendment.2 The article proceeds to quote-in jest-Attorney General Ashcroft commenting how the Fourth Amendment has "severely hampered" FBI efforts to conduct investigations: "The Bill of Rights was written more than 200 years ago, long before anyone could even fathom the existence of wiretapping technology . . . .
