Jeanne M. Fox, president of the New Jersey Board of Public Utilities, has had quite a year - deregulation of the electricity market, removal of the statemandated electric rate caps on August 1, increasing electric and natural gas rates, an expanded commission to five members, a blackout and hurricane Isabel.

Fox, a 50-year-old New Brunswick lawyer whose first job after graduating from Rutgers Law School was as a BPU regulatory officer in 1981, knows the industry better than virtually anyone.
