Health care -- from self-insured plans to health maintenance organizations -- has come under nationwide criticism recently as some organizations appear to deny care to keep down costs.

As a response, both federal and state legislation is pending in the form of patient bills of rights to ensure customers get what they pay for. And whether it is on Capitol Hill or the State Capitol in Madison, those bills of rights will be hot topics in the coming legislative sessions, not to mention 1998 election campaigns.
