Governor Christie Whitman would like to fund it by: 1. Getting more federal assistance; 2. Using money from the recent tobacco lawsuit settlement; or, 3. Imposing a cigarette tax. But, she is open to suggestions, particularly from Len Fishman, commissioner of the Department of Health & Senior Services and his 36-member Charity Care Advisory Task Force. A report from the Task Force should be on his desk any day now. Then, it goes to the Governor and the Legislature, which will write the prescription for long-term funding.
