Community Builders buy two Penn Circle properties

After months of negotiations with federal and local housing agencies, one of the last impediments to revitalizing East Liberty is gone with the sale of two low-income high-rises from American Federal Properties to Community Builders Inc., Boston-based nonprofit developers.

Building residents, public officials and local development representatives celebrated during a news conference on Penn Avenue Nov. 28.

During the event, the contract transferring the East Mall and Penn Circle Apartments to Community Builders was signed.
