State Issues Scathing Report On County Jail.
An evaluation by the state has determined that the new Allegheny county Jail lacks formal leadership, adequate security measures for prisoners and inadequate staffing procedures for the prison's operation.
Citing unsecured and open doors in the jail, exposed wiring, and a dysfunctional and incomplete alarm system; the Pennsylvaia Department of corrections summary report clearly showed that "security is not a distinct function" in the operation of the county jail.
The Department of Corrections team also discovered areas within the jail where inmates "with relative ease" can gain access to sharp kitchen utensils, elevators and lower floor windows ...
