In the aftermath of Jonny Gammage's death at the hands of five white suburban police officers, there is more at stake than the placement of a referendum on the spring primary ballot calling for the creation of a civilian police review board.

Sala Udin, one of four city councilmen who support the measure, is fighting for the release of a U.S. Justice Department report documenting a pattern of police abuse in the city, stemming back to the early 1980s.
