BLACK STUDENT GRADUATION rates at the nation's colleges and universities provide a valuable measure of racial progress in our country. The college completion rates show, in specific terms, the extent to which a formerly outcast group is now acquiring knowledge and personal associations that society's institutions had withheld for 250 years.
