THE INSTITUTE of Caribbean Studies made a big deal of how much Caribbean helped build American life, with the Caribbean American Heritage Awards taking center stage for another year as the group marked its ninth anniversary by honoring eight individuals during a big gala affair in Washington November 15. But the focus of the ICS milestone was as much celebratory as it was about business development. The gala came after a daylong seminar on investment and economic opportunities in the Caribbean.
