THE INSTITUTE OF Caribbean Studies is putting the finishing touches on plans for its ninth annual American Heritage Awards, promising another steller cast of Caribbean honorees for its black tie affair that will also carry a note reminiscent of 9-11 last time.
Set for Friday evening, November 15, the affair by the Washington-based group will again set aside a moment to reflect on tragedy-this time the so-called "sniper affair" that gripped the Washington area with fear for three weeks in October.
