Scott Rodgers was heading north on Fourth Street in Northern Liberties on a sunny April Sunday as the final chiming strains of the Byrds faded out on his CD Walkman. He was blissfully unaware--which is, of course, the point of taking a walk on a sunny April Sunday.
Rodgers, who moved to Northern Liberties two years ago, is fairly typical of the neighborhood's recent arrivals: youngish, white, artistically inclined. He plays guitar in a pair of local bands--Trolleyvox and Apache Grip.
At the intersection of Fourth and Brown, he encountered two young men standing on the corner. "They had their hoods up like they were hiding their faces," he says.
