The West Los Angeles Parking Enforcement Facility presented many different design challenges. The first was its location in a rather rough area of the city. The building needed to impress and give the appearance of strength.
Second, it is a city building in a dense urban area so it had to establish a presence at the street, rather than take refuge in a suburban setback. Another consideration was the regular occurrence of graffiti. The building would either have to be a fortress or resistant to urban graffiti attacks. Civic spirit prevailed and the building was aligned with the sidewalk.
Finally, as a public building, it had to be concerned with beauty and permanence within a tight budget ...
