Local, state and federal bureaucracies aren't known for their organizational memory. To some, government at any level is always impermanent and reflects a constant metamorphosis usually because those in charge change so often due to political or other considerations. Such changes can transform purpose and function just as quickly as anything else government does, and result in government organizations looking quite different after only a short time.
