I. INTRODUCTION
Intellectual property has become one of the most valuable assets of a large and growing number of domestic and international corporations. Intellectual property rights, whether the intellectual property is used by the owner or licensed to others, are the central means by which companies can internalize for a period of time, and thereby justify, their often substantial investment in research and development of complex products and services.
