Introduction
During the Cold War, the development of multilateralism in the Asia-Pacific region was constrained by the international bipolar system, as well as regional political, economic and cultural differences. In the post-Cold War era, greater interdependence and liberalism have given Asia-Pacific nations' economies a dramatic boost. The opportunity for multilateralism to develop in the region has, as a consequence, increased.1
