QATAR: ABRUPT CHANGE OF RULERS IN QATAR HAS A PRECEDENT

As the first ruler of the "next generation" among Gulf Cooperation Council (GCC) states, Shaikh Hamad bin Khalifa Al Thani's first year of rule in Qatar was full of surprises. He lined up Qatar with the 7 (including Yasser Arafat's Palestinian Authority) among 22 Arab League member states which have come to terms publicly with the existence of Israel. And, among Qatar's five fellow GCC states, he set off anger in domestically beleaguered, long-time rival Bahrain, skepticism in Saudi Arabia and the United Arab Emirates, and worried attempts to paper over or mediate the differences by Kuwait ...
