More than a decade ago the National Research Council (1990) issued a report that pointed out deficiencies in biology education at all levels and suggested remedies. This report emphasized the need to improve laboratory activities and to provide opportunities for students to participate in the process of scientific inquiry. A follow-up report (National Research Council, 1996B) reiterated these concerns and emphasized the need for sustained participation by the scientific community in K-12 science education.
