When Professor Paul Stephan first suggested that I talk about the Russian Constitutional Court, my first inclination was to say: "Hey, you are more familiar with Russian law than I am." I have known Professor Stephan since 1984, when he was already a respected expert on Soviet law.
The title of this lecture has been deliberately made neutral, if not vague. It could have been worded differently. Consider, for example, "Application of International Law by the Russian Constitutional Court."
