Article: Black Americans have yet to reap benefits of county's CWP

Black American contractors and those among the unemployed have found little more than another "field of dreams" in Miami Dade County's much-heralded Community Workforce Program.

The Community Workforce Program was created through a county ordinance in Jan. 2003. The initiative was sponsored by Commissioner Dorrin Rolle to address, unemployment among Black Americans and the existing racial disparity in awarding county contracts:
