Widening scandal growing out of the activities of an Irvington-based construction company has rocked the public works business in New Jersey with allegations that companies must pay off officials to get work.
Steven Carroll, the 49-year-old president of United Gunite, pleaded guilty last week in federal court in Newark to approving funds for the company to bribe public officials in New Jersey.
Carroll and his attorney, Avraham Moskowitz, charged in a statement released at the time of his plea that "due to the corrupt political environment in certain municipalities ...
