Hate crime incidents rise 1.5%, FBI reports

Police authorities reported a 1.5 percent increase in hate-crime incidents that included 17 murders in 1999, the FBI reported.

The FBI based its report on data gathered from 12,122 police agencies representing 85 percent of the nation's population.

The bureau recorded 7,876 incidents, up from 7,755 in 1998. Hate crime incidents declined

for the two previous years after peaking at 8,759 incidents in 1996.
